I hope not. It's pure insanity. The north just wants to stir up a bit of trouble, but not a full on war. Maybe they are staging the ground for kim jong il's son to show himself as a leader who is tough and can take on the south and do as he likes?

Obviously North Korea wants South Korea, when you have 19% of your income on war equipment, you can only be preparing a transition into a wartime economy.
If North Korea gets South Korea, they will have the military resources and materials they need to last.

And to be honest, attacking South Korea while their navy is doing exercises versus a significant size US navy fleet.
it's the only part in the world where the cold war hasn't ended yet.
also, north korea spends 19% of their budget on military because it has less budget than south korea. That's what communism does to you I'm afraid.
So to spend the equal amount of money, it means a larger chunk out of it.
Other than that keep in mind that north korea has always been a wartime economy.

19% ?? I would have thought it was more like 50% given they have a starving population and most of the peeps live in poverty.
