Reps (Reputation)

I know this may be from a different forum,but I though we may be able to have it on here too. This is a rep (reputation) bar: 
People would give a certain amount of reps and a reason why they did. Same goes with minus reps. Also,there is a time limit before you can give another rep to the same person. What do you think?
